Re:         President’s Annual Report April 2002-March 2003

 

2002 was another active year for the CACC.  With the strength of our members and the experience of our Executive Board, we made it through the year with many successes.  Here are some of the highlights of the year:

 

General CACC Issues

·        A membership drive was held and several streets were canvassed in an area which is currently under-represented (El Cerrito).  Twenty new members joined. (June)

·        The CACC Newsletter was given new life, with excellent editing by Natalia Moorhead.  Feedback from the community is very positive.  As a result of the newsletter, the CACC was able to discontinue reliance on the Mission-Time Courier for distribution of agendas, thus saving CACC funds for other uses. (October)

·        The CACC established its own web-site, after  the prior site was shut down by the service.  The new website has its own domain name (www.cacc-sd.org), and is improving daily thanks to the webmaster, Jackie Corlin. (February ’03)

·        Amendments to the CACC By-Laws were proposed and will be vote on at the March 12 Annual Meeting.

 

Redevelopment Issues

·        The City Council approved the formation of the Project Area Committee for the long-awaited Crossroads Redevelopment Project.  The CACC received on appointed seat on the 15-member PAC. (July)

·        Fraternity Row opened and several fraternities moved into the new project.  This alleviated a good deal of conflict between the fraternities and the community where the frat houses had previously been. (August)

·        After several workshops with the Foundation, a final design for the Aztec Inn (formerly Elderhostel) was approved (October), and submitted to the City.

·        A recommendation was made for a developer for the Mixed-Use project and the City Redevelopment Agency has started negotiations for a Development and Disposition Agreement (DDA) with the Foundation for the Paseo project.  (February ’03)

·        Workshops with the SDSU Foundation were held to discuss the design of Sorority Row.  A final design was agreed on and submitted to the City. (February ’03)   Opening is anticipated in 2005.

 

Transportation Issues

·        The new trolley line and SDSU station construction was begun and is underway.  This portion of the trolley is scheduled to be operational by late 2004.

·        Concerns over Montezuma Road traffic issues continued throughout the year. The CACC recommended raising the speed limit from 35-40 mph to enable police radar enforcement. (April)

·        El Cajon Boulevard was finally repaved after three years of construction for the Mid-City Pipeline project.  Construction had caused much difficulty for businesses, drivers, pedestrians, and bicyclists. (June)

·        A traffic signal was installed at Montezuma Road and Reservoir Drive, in part to support the future library at that intersection. (June)

·        The Downtown-to SDSU link was approved by MTDB as the Transit-First Showcase Project for the new transit vision in San Diego.  Design is now underway and CACC has a representative on the Design Advisory Panel. (July)

 

Parking Issues

·        The CACC approved addition of the 5000 block of La Dorna Street and the 6500 block of Saranac Street to the B Permit Parking District. (November)

 

Fraternity/Sorority Issues

·        The CACC approved the SDSU Fraternity Noise and Litter Control Program for 2002/2003. (April)

 

Library Issues

·        The CACC contributed $5000 to the College/Rolando Library Committee to aid in filling the new library with books, furnishings, computers, and other necessities. (April)

·        A final design was approved for the Library site plan and Mitigated Negative Declaration. (January ‘03 ).

·        Construction is set to start in May 2003 and finish by fall 2004.

 

Beautification Issues

·        Montezuma Road median landscaping was started and is nearing completion.  This will add a very significant improvement to our community’s entrance, and will be a positive addition to the community image. (October) 

·        Completion of median landscaping is expected in April 2003.

·        Landscaping of the Fairmount/Montezuma intersection needs to be addressed and will be on the CACC agenda for 2003.

 

With the help of all of our members, 2003-2004 should be as successful a year as 2002-2003.  Thank you all for a great year.
