What is the CACPB/CACC?

A. |
The CACPB/CACC is a combined organization that
accomplishes multiple roles within the College area.
Acting as the College Area Community Planning Board
(CACPB), the group is the officially recognized and city
designated Community Planning Group (CPG) for the College Area.
The CACPB acts as a citizens advisory association by reviewing and making recommendations to the appropriate governmental
body on planning, zoning, and other issues affecting the College Area.
Acting as College Area Community Council (CACC), the
group acts as a town council to address issues of local concern.
Representatives of elected officials regularly attend CACC
meeting to update the community on projects and to listen to
ideas and issues from the local community. |

What is a Community Planning Group (CPG)? |
| |
Community Planning Groups (CPGs) are all-volunteer citizen organizations that form
to advise the City on land use-based community goals and
development proposals. CPGs are established in conformance with
City policies and are "recognized" to provide official
recommendations to the City.

Who are the CACC members? |
| A. |
The CACC membership consists of home owners,
property owners, business owners, and renters in the College
Area. To become a member of the CACPB/CACC, please visit

How are CACPB/CACC official positions
determined on issues or projects? |

Official CACPB/CACC positions are
determined by a twenty-member Executive Board, elected by the
membership. |

What has the CACC accomplished? |

- Revised the College Area Community Plan with an emphasis on protecting the single-family nature
of our community
- Instrumental in reducing prostitution and graffiti in the College Area
- Working to reduce problems associated with “mini-dorms” and loud parties
- Creation of the Residential Permit Parking District “B”
- Review and input on discretionary permits and variances in the College Area
- Review and input on San Diego State University construction projects
- Review and input on the College Community and Crossroads Redevelopment Projects
- Spearheaded the planning for the new branch library for our community
- Secured traffic signals at busy or dangerous intersections
- Creation of the Montezuma Road median beautification project

When and where does the CACC Executive Board meet? |
| A. |
The CACC meets the second Wednesday of each month
at 7:00 p.m. at the College/Rolando Library on the corner of Reservoir
Drive and Montezuma Road. All community members are invited to attend
and provide input. Free parking is available.

When and where is the Annual General Membership
Meeting? |
| A. |
The Annual General Membership meeting is a “town
hall” style meeting that allows all qualified voting households and
businesses to elect Executive Board members and vote on bylaw changes.
(One vote per household or business) The annual meeting is held on the
second Wednesday in March at the College/Rolando Library. To qualify to
vote, you must submit your annual membership registration by the second
Wednesday in February. Membership is for the calendar year and must be
renewed annually. An individual must be a current CACC member as of
December 31 in order to be eligible to run for a seat on the Executive
Board the following March.

Why should you get involved with the CACC? |
| A. |
The CACC is looking for people who are interested
in seeing that their neighborhood is among the best in San Diego. We
need members who want to get involved in their community, lending their
time, knowledge, expertise, or just their name to the list of College
Area residents and business owners who want the City of San Diego to
become aware of and address our concerns. |

What are the College Area boundaries? |
| A. |
The College Area is bound by:
- Interstate 8 on the north,
- Fairmount Avenue to Collwood Boulevard on the west,
- El Cajon Boulevard on the south,
- and the City of La Mesa city limits on the east.

Do board members have a Conflict of Interest? |
| A. |
Committee members are NOT required to recues themselves from
voting on projects if they work or live near the project site
or developer. The purpose of the City of San Diego's
Community Planning Groups (CPGs), is that the neighbors most
familiar with the community may have direct input into the
review of a project. Who better to review a new project
than the neighbor's who live in that community? According
to Council Policy 600-24, committees members must abstain from
voting if they have "direct financial interest" in a project,
property or developer under consideration in a vote. |
